How do I connect my HMI to Wi-Fi when a DHCP Server is not available?

Wi-Fi models have both the Wi-Fi module and the Ethernet port set to request an IP address from a DHCP (Dynamic Host Configuration Protocol) server. If a DHCP server is available on the network, they will automatically obtain an IP address from the server, and then be browsable in the software. If a DHCP server is not available, they will default to an IP address of 169.254.0.1.

See Tech Note 5123 “Connecting to Wi-Fi Units When a DHCP Server is Not Available”.
